I'm soo confused?!? Help!?

OK, soo I liked this guy for awhile now I've asked him out he said no, however everytime we chat online he seems so interested in me alot! So I figured that he's just playing games with me so imma leave him alone. Several weeks went by and all of a sudden he's been staring at me alot!! Everywhere I turn in the halls he stares at me. Like today, I never see him when I cross the street from my school until today, at first I knew that was him so I stared a little but then I just ignore him cause I'm shy lol. Anyways, once this dude turn my way he couldn't stop looking at me it was soo weird!??. This guy won't come up to me and talk but yet he stares??. I live in wichita kansas and I'm black and he's asian. He's kinda cool and everyone knows him, and I'm a black girl who doesn't take stuff from guys but is friendly and shy, since we have different backgrounds is it normal for him to act that way towards me cause you don't see black girls and asian guys. Oh another thing I remember when he was hanging with his friend (we have a class together) when I walked in frount of them they where looking at me, once the bell ring his friend was talking about asian guys and black girls being in a relationship!! Funny huh? Why do you think he won't talk to me, I'm just a girl!! Thanks for reading merci!! :)
